INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Procurement of services covering technology acquisition, support, installation of system software, solution development, data migration, DRS software development and training for both the Bangladesh Voter Registration System (BVRS) and Automatic Biometric Identification System (ABIS).
Objectives of the Assignment.
a. Manage and maintain a robust, enterprise-grade existing citizen Management Information System (MIS) platform encompassing full lifecycle of citizen services, including citizen demographic & biometric data enrollment, biometric matching, external demographic & biometric matching result sharing, comprehensive data management, large-scale report generation, smart card personalization applications and citizen information correction. This responsibility extends to the management of associated databases, network, and infrastructure. Ensure continuous operational readiness through proactive maintenance, Procuring Entity (PE) required upgradation and business-as-usual support, with full accountability for the platform’s performance, scalability, and compliance with both industry’s best practices and national data security standards.
b. Accomplishing small scale development tasks as provided by the procuring entity.
c. Ensure the efficient execution of data migration, achieve timely completion of technology acquisition and produce a comprehensive document to manage service.
d. Support building capacities of the department to ensure continuity of services and accomplish contract objectives before end of the contract. |

General Qualifications of the Consulting Firm (CF):
- The Consulting Firm (CF) must have overall experience of minimum 10 (ten) years in the Software Development and large-scale software support & service in Bangladesh for government/ Semi-Government Organizations.
- Must be registered as a Bangladeshi software company, established in accordance with the laws of Bangladesh, and affiliated with a reputable software association, such as BASIS, for a minimum of 07 (seven) years.
- The Consulting Firm (CF) must have successfully completed at least one national large-scale software development project within the last five years, with a minimum project cost of Taka 10 (ten) crore. This experience should encompass the design, development, and implementation of software, e-governance, or e-service solutions for Government, Semi-Government, Autonomous Bodies, or Non-Government Organizations.
- The Consulting Firm (CF) must have the following certifications: ISO 9001:2015 (quality management certification), ISO/IEC 27001:2013 (information security management certification) & ISO/IEC 20000-1:2018 (IT service management certification).
- The annual turnover of the firm shall be at least Tk. 15 (fifteen) crore in a year for the last 03 (three) years. Last 03 (three) years financial audit report (CA audit) should also be submitted.
- The minimum amount of liquid assets, i.e. working capital of the firm shall be Tk. 15 (fifteen) crore.
- Provide at least 03 (three) successfully completed work experience certificate(s) from previous projects, with a minimum project cost of Taka 5 (five) crore each, including contact information, project completion certificate and project details. |

Technical Qualifications of the Consulting Firm (CF):
- Minimum of 05 (five) years of experience in Information Management Systems.
- Must have experience managing data for over 50 (fifty) million records.
- Experience of developing & maintaining systems that support data sharing with high concurrency of minimum 3 (three) million hits per day.
- Must have experience of working with biometric information.
- Experience supporting a public-facing web portal with over 01 (one) million active users per month and handling over 15,000 concurrent users.
- Ability to generate PDF reports for over 130 (one hundred thirty) million citizens record, including photos, within a 3-week timeframe.
- The Consulting Firm (CF) must have at least 40 (forty) qualified professionals with diverse expertise, including but not limited to: Project Manager, Solution Architect, System Analyst, Software Architect, Software Engineer, Senior Programmer, Programmer, Junior Programmer, Database Administrator, Network Administrator, DevOps Engineer, QA Expert, Interoperability Expert, Information Security Expert, Business Analyst and Support Engineer.
- The Consulting Firm (CF) must have proven expertise in production systems, covering the required technologies, languages, frameworks, and tools listed in the scope of work. This includes experience with the following but not limited to RDBMS, NoSQL, Object Storage, Caching DB, Analytics DB, Message Broker, Java, C#.Net, Python, React/NodeJS, Virtualization, Docker, Kubernetes.
- Capability to provide 24/7 emergency support as required to meet fixed deadlines for special events. |
