INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
BERC's Whole-of-the-Organization digital transformation of its core operational and regulatory functions building an integrated service delivery software platform that will ensure improved operational efficiently and smarter service delivery to its stakeholders. This will include digitization of Licensing System, Tariff Fixation/Adjustment, Commission's case management, dispute resolution, scheme management, Energy Audit, Research, Standards Management, Energy Statistical Data Management, HR, Accounts, Finance, reporting etc. It also includes integration with some other government systems, ePayment Gateway etc. Role Based Dashboard, Case Tracking System and Mobile Responsive Access Portal will also be developed. Testing, Piloting and deployment of the full systems with all the modules, data migration, hosted environment configuration, sizing, user support, change management and other associated assignments are also there. Detail scope of work are available in the ToR. Total assignment is for 2.5 years, where 18 months for development and deployment of the software platform and 12 months for post deployment support with change management.

1. Minimum 10 years of experience in ICT business in Software Development as 2. 3. 4 a registered company under RJSC in Bangladesh. The vendor must have experience of developing and successful implementation of at least two software platforms for any Government/Semi Government/Autonomous Bodies in Bangladesh where multiple software solutions/modules are digitally integrated along with internal digital workflow for decision management. Those software platforms are to be up and running. Evidence (project completion certificate) of such experience from the respective office(s) along with URLS of those solutions will have to be submitted. Vendor needs to have practical working experience of developing or customizing or integrating any Enterprise Service Bus or similar middleware solution. Proof and short brief of such experience will have to be submitted. Need to have at least one specific experience of developing and implementing any accounting/financial management software solution in any Government/Semi Government/Autonomous/Private Bodies. Proof (Project Completion Certificate from the Client) of such experience will have to be submitted. 5 Experience of developing software solutions related to Judiciary or Quasi Judiciary functions will have an added value. 6. Need to have necessary environment (Server/Cloud Infra) for web-based software solutions development. Information of such environment will have to be submitted. 7. Bidder will have to submit - Valid and up-to-date Trade License, Incorporation Certificate, VAT Certificate, TIN certificate, Up-to-date Tax return certificate, Last consecutive 3 years audited financial reports, Bank Solvency Certificate and proof of having office (Own/Rented) in Dhaka. 8 At least one successfully completed assignment (software development) with minimum value BDT 2 crore in last 7 years. Project Completion Certificate from the client will have to submit as proof. 9. Minimum annual average turnover is BDT 3 Crore/year in last 3 years and minimum working capital or credit line is 1 crore 1 13 Other Details (if applicable) 10. 11. In case of JV, maximum one company can make JV with the Lead Company. Joint-venture agreement needs to have clear identification about their responsibility matrix. Both the companies will have to exist legally registered in Bangladesh under RJSC. Lead company will have to have 10 years of experience as mentioned above. Lead Company shall have to comply financial and legal conditions as mentioned above. 11.Vendor needs to have full time employees/part-time employees as mentioned in the ToR (CV of the employees with their original signature and photograph) will have to be submitted. |

Interested firm(s) will be required to submit the EOI in closed format mentioning the name and the address of the applicant, EOI Ref. number & date. Addressing to the EOI issuing Authority, it is required to submit 3 (three) copies of document-1 (One) marked as "ORIGINAL" and other 2 (Two) as "COPY" in separate envelope in the form of book binding. It is required 1 (One) "Soft Copy" in CD/DVD/Pendrive. All the "ORIGINAL", "COPY" and "Soft Copy" shall have to cover within a single envelop to the address below on or before the EOI closing date & time. Upon receipt of EOIs the interested firms(s) those are deemed best suited to perform the assignment will be short listed. There after Request for Proposal (RFP) document will be issued to the short-listed firm(s). The consulting firm(s) will be selected based on Quality & Cost Based Selection (QCBS) method in accordance with the procedures set out in the PPA, 2006 and PPR, 2025 of Government of Bangladesh. |
