INFORMATION FOR APPLICANT

Brief Description of Assignment : SCOPE OF WORK The Security Consultant will guide to develop the security and maintain law and order within the NSEZ, to devise effective security plan and its implementation to ensure peaceful productive atmosphere within the NSEZ. S/he will work under the direct control and supervision of the Project Director. The detailed scope of services and deliverables are available in the Terms of Reference (TOR). Interested applicants are advised to refer to the Terms of Reference (TOR) available in the website of Bangladesh Economic Zones Authority (https://beza.gov.bd/get-involved/tender-notice/) and also in the office of the undersigned. 1. Security Consultant shall be responsible for overall security of the Zone. He shall perform his activities under the guidance of the Project Director General, NSEZDP, BEZA. 2. Shall study the existing security system in the NSEZ, analyze the existing procedures and suggest measures for improvement. 3. Shall be responsible for developing and monitoring the total security system of the Zone. 4. Shall take necessary steps for up-gradation of the skills of the security personnel and strict security measures to ensure peaceful productive atmosphere in the NSEZ. 5. Shall be responsible for drawing up a long-term perspective plan for total security and implementation of the plan as per requirement of the NSEZ and need of the time. 6. Shall associate himself in the Industrial Relations activities particularly which relates to the safety and security of employees and the NSEZ. 7. Shall check and verify the present record keeping system in the security purpose and evaluate the adequacy and suggest improvement in the light of present and future requirement. 8. Shall maintain liaison with the Law Enforcing Agencies, District Administration, Fire Station and other related agencies and organizations for ensuring comprehensive efforts in maintaining proper security of the NSEZ. 9. Shall conduct in house training programs on regular basis to develop expertise and mold behavioral pattern of the security personnel to show proper courtesy while dealing with the investors and VIPs who visit the NSEZ from time to time. 10. Shall devise a mechanism to allow the authorized persons and vehicles to enter into the Zone and prevent all unauthorized movement of goods & vehicles to and from the NSEZ. 11. Shall control, guide and supervise all officers and staff of the security department and make them a strong motivating force for providing proper security of the NSEZ. 12. Shall report any troublesome incident to Project Director, NSEZDP and ensure compliance of BEZA SOP on Security. 13. Shall develop co-ordination with all security management system of different enterprises within the NSEZ. 14. Shall devolve a warning system for any emergency security requirement within the NSEZ area. 15. Shall perform any other task assigned by the Project Director, NSEZDP, BEZA. and the high official of BEZA and concern ministry from time to time.
Experience, Resources and Delivery Capacity Required : Required Qualifications and Experiences are: Educational Qualifications: Must have minimum 2nd class bachelor degree in any subject from any recognized college/ institution/ university. Experiences: a) Minimum 10 (Ten) years’ experience as mid-level officer in the relevant sector (Security Management) is necessary for the position. b) Minimum 10 (Ten) years’ training and working experience in the field of security management. c) Track record in program coordination and strategic planning. d) Demonstrated experience in coordinating stakeholders and supporting partnerships across public and private sector. e) Proficiency in English and excellent oral and written communication skills, and ability to present complex information for a variety of audiences. f) Adequate knowledge of learning management software. g) Computer skills (proficient in Microsoft Office) and digital skills (e.g. learning management software) to be able to collaborate in digital spaces, including the use of online collaboration platforms and mobile apps, shared files, virtual meetings. h) The consultant will have capability to carry out the assignment in terms of overall suitability, training, and knowledge of local conditions and administrative systems will also be considered
Other Details (if applicable) : Duration of Assignment: 20 months. However, the duration of the assignment may be further extended or reduced subject to project needs and consultant’s performance. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15 and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised February 2025, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Bangladesh Economics Zones Authority (BEZA) represented by the Project Director, National Special Economic Zones (NSEZ) Development (1st Revised) Project (Bangladesh PRIDE, P170688) invites eligible applicants to indicate their interests in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the said consultancy services. The applicants are requested to submit application along with forwarding letter and CV. Applicants may obtain further information from the office of the under signed during office hours i.e. 09:00 to 16:00 hours (Local time- GMT+06:00 Hours) on all working days up to 29 April, 2026. A consultant will be selected following the National Competitive Selection of Individual Consultants method as set forth in the World Bank Procurement Regulations for IPF Borrowers, July 2016 revised February 2025. Expression of interest shall be delivered (through in person or by mail or by e-mail) to the address below by 12:00 hours (Local time- GMT+06:00Hours) within 30 April, 2026.
