| Brief Description of Assignment |
: |
The UCRIP concerns the financing of climate-change adapted urban infrastructure projects in several Pourashavas in Bangladesh with the aim to improve the living conditions of climate change and flood affected (urban) populations in middle-sized towns. This is to contribute to increased resilience of particularly vulnerable population groups in urban areas against the impacts of climate change.
The financing needs for urban climate-resilient infrastructure are significant. At the same time, Pourashavas are not equipped with sufficient administrative, financial and personnel capacities. This Financial Cooperation (FC) shall address this issue by strengthening various Pourashavas in line with their needs in planning, financing and implementing climate-resilient infrastructure projects through investment measures and accompanying measures (AM). The Local Government Engineering Department (LGED), as the Project Executing Agency, shall be supported by a Design, Management and Supervision Consultant (DMS Consultant) during the implementation of the Project.

The requested Services of the DMS Consultant under this assignment are as follows:
• Elaborating the details of the project design with LGED
• Overall project coordination, supervision and management, including coordination of all consulting measures part of UCRIP (Accompanying Measure Consultant (AMC), Benefit Monitoring and Evaluation Consultant, Consultant to conduct the Mid-Term Review of the UCRIP) with LGED and Pourashava representatives,
• Design and supervision tasks (detailed design elaboration for infrastructure sub-projects suggested by Pourashava-level Feasibility Studies) and included in the DPP,
• Ensuring E&S management, adherence to E&S safeguards and reporting, GRM functionality; all in accordance with KfWs Sustainability Guideline and/or World Bank Environmental and Social Standards (WB ESS),
• Design and preparation of Accompanying Measure (AM) including the refining of the generic Capacity Improvement Plan, the preparation of the Terms of Reference for the AMC and support in the tendering and contracting of the AMC),
• Designing and implementing the Tender Process for all packages of Goods and Works as per approved DPP in compliance with KfW guidelines;
• Construction supervision and quality assurance,
• Facilitation of coordination between all parties involved incl. relevant reporting,
• Establishment and running of a Remote Management, Monitoring and Verification system,
• Financial management and monitoring (including the management of a disposition fund),
• Reporting according to KfW and LGED’s requirements.
Experience
The underlying duration of the Consultants assignment is estimated at approximately 60 months (5 years) (including the 12 months Defects Liability Period).
The Expression of Interest (pre-qualification) is subject to the regulations contained in the Guidelines for the Procurement of Consulting Services, Works, Goods, Plant and Non-Consulting Services in Financial Cooperation with Partner Countries (as of July 2024) available at www.kfw-entwicklungsbank.de.

The contract will be awarded to an independent Consultant firm with proven experience in the sector and the region and a minimum average annual turnover of more than EUR 5 million in the last five years (July, 2020-June, 2025).
