| Brief Description of Assignment |
: |
The Environment Specialist will support the PIU in implementing ESIA/ESA and ensuring strong environmental, health, and safety compliance across all sub-projects, with particular emphasis on protecting workers from life-threatening risks. This includes identifying critical hazards, enforcing preventive and protective measures, ensuring proper training and safety awareness, monitoring ESMP implementation, coordinating with contractors and agencies, securing regulatory clearances, and strengthening emergency preparedness and response systems. The role also involves documenting and reporting incidents, supporting corrective actions, and ensuring that all activities minimize risks to workers, communities, and the environment throughout project implementation. |
| Experience, Resources and Delivery Capacity Required |

The individual consultant for the assignment should have to meet the following requirements:
i. S/He should have an appropriate post-graduate degree in Environmental Science/ Engineering/Management or equivalent qualification in a related field as a minimum criterion. It would be preferable if in addition to the technical qualification, the expert has also received national accreditation on Environment Impact Assessment (EIA) or EHS and has additional trainings on legal/ statutory requirements from an environment, health and safety perspective for large infrastructure projects,
National Examination board in occupational Safety and Health (NEBOSH) and ISO 14001 EMS certification are preferable.
ii. At least 10 (Ten) years of experience in the field of Environmental Management of which minimum 04years of experience in development funded govt. project or any relevant sector,
iii. Experience in preparation of ESIA/EIA, ESMP/EMP and other documents related to environmental safeguard with knowledge of World Bank ESF;
iv. Experience in preparation of EIA of any government project will be considered as an added advantage,
v. Experience of undertaking environmental audit or monitoring/ reviewing EIA/EMP implementation/compliance for the implementing agency, will also be considered relevant experience for this assignment,
vi. Experience in implementation of EMF, EIA, EMP and other documents related to environmental safeguard with knowledge of World Bank safeguard policy,
vii. Experience in Reviewing various Environment related issue with regard to WB funded project will be an added advantage,
viii. Updated knowledge of government policies, act, rules and regulation related to environment,
ix. Updated knowledge of WB’s Environmental and Social Framework (ESF),
x. Experience of working on the WB funded project would be an added advantage,
xi. Must have excellent communication and presentation (oral and written) skills in Bangla and English,
xii. Should have sound computer skills including operation of Word, Excel and PowerPoint and
xiii. Ability to import train staff on environmental management system. |

The attention of interested Consultants is drawn to Section III, Paras 3.16 and 3.17, and Section VII of the World Bank’s Procurement Regulations for IPF Borrowers (September 2025, 7th Edition) regarding the selection process.
