INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
With the vision to improve the efficiency of citizen centric service delivery and to digitalize the relevant functional activities of the Office by optimum use of ICT, Office of the Chief Electric Inspector has taken an initiative to develop and implement a Web-based Application Software and mobile app. This Software Development initiative will focus on following major issues:
1. The application software shall have options to apply online for all kinds of license and approval of electrical substation. It includes electrician licensing and supervisor licensing with printing facilities on smart card with chip, biometric, QR code from the system, contractor licensing, application for substation approval, submission of inspection report, projection licensing for cinema hall, notice of accident and submission of inquires report. The application should be responsive to all devices.
2. The application software shall have capabilities to archive all applicant’s data along with their submitted scanned documents into the system for processing and future retrieval from the digital archive/database within the system. It also shall have facilities to input existing data of license, substation approval and accident report or import options from csv.
3. The application software shall have capabilities to manage all data, SMS facilities, Exam management, inspection process management, accident report management.
4. Renewal process management is another concern that should also be automated. It includes application for renewal, duplicate copy of license, Ownership transfer, modification of license information and organige all related activities.
5. The Application Software should be capable to integrate existing and upcoming payment gateway in Bangladesh to facilitate stakeholders to make their payment using payment gateways.
6. The Application Software should be PKI enabled and capable to integrate digital signature in license and approval certificate and to generate QR code and BARcode.
7. Complain and Performance management is another concern that should also be automated.
8. Human Resource (HR) and Account management system is another concern that should also be automated.
9. The application software shall have facilities to verify License and Approval Certificate for authentication.
10. Citizen service is another major objective of the initiative. A mobile application should be developed which will help citizens to find certified electricians, supervisor, contractors in nearby locations.
11. System should follow all the standard and advance security compliance.
12. Software shall have capabilities for all periodical, ad hoc reports and management report.
13. Central Web-based dashboard is a mandatory part of the system.
14. Operation and maintenance of the deployed Software for 3 (three) years.

| Experience, Resources and Delivery Capacity Required |

Interested consulting firm shall meet the following eligibility criteria:
1. 5(Five) years of general experience having valid Trade License (up to date), TIN, VAT registration certificate, Income tax payment certificate (up to date), registered with RJSC (Applicable for Joint Stock Company & Firm), BASIS Membership.
2. Must have ISO-27001or ISO-9001or CMMI level 3 certification.
3. Must have experience in implementing minimum 03 (Three) similar projects in any Government/ Semi-government/ Autonomous Body/Financial Institute/ multinational company or organization within last 5 (five) years.
4. Must have specific experience in design, development and implementation of at least one (1) software project amounting to minimum 1,10,00,000.00 (One crore ten lac taka) in any Government/Semi-government/Autonomous body/ Financial Institute /multinational company or organization within last 5 (five) years.
5. Documents demonstrating the management and operational capacity of the firm such as Brochures, Company Profile, relevant professional staff (Certified Project Manager, PKI Specialist, System Analyst, programmer etc), experience in training and Logistic support to carry out this assignment. In case of JV (Joint Venture) combined ICT HR will be considered.
6. The minimum amount of Liquid asset of the firm shall be Tk. 2 (two) Crore.
7. Yearly Turn Over and Audit report of the previous 3 (Three) years by authorized Audit firm.
8. The firms may associate to enhance their qualification in the form of a ‘joint-venture’ (JV) which is also considerable. The maximum no. of members in the association is limited to two (2). The association must declare one firm as the ‘Lead Firm’. |
