INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Key responsibilities include, but are not limited to:
• Preparation of project budget and cash plan based on annual work plan prepared by the PD;
• Preparation of statement of expenditure (SOE), cash flow forecast and submission of withdrawal application to claim funds from the World Bank;
• Developing a Chart of Accounts: to capture financial data under appropriate headings and classify group data for various reports (e.g. expenditure categories, IDA disbursement categories, etc.) and ensure that it is aligned with the Government’s BACS ;
• Mainstreaming iBAS++ for project financial management and disbursement of funds through the Designated Account (CONTASA) as part of the Government Treasury Single Account (TSA);
• Developing a Financial Procedures Manual: as guidance material for procedural functions;
• Ensure proper fund utilization, performance analysis, regular reconciliation between GoB record and client connection.;
• Ensuring the Flow of Funds: Process withdrawal application for IDA funds to the Government Consolidate Fund and or Designated Account, and prepare relevant financial management reports;
• Submission of Interim Unaudited Financial Reports (IUFR) from iBAS++ with supporting bank reconciliation within 45 days of the end of each quarter for submission to the World Bank;
• Submission of Project Annual Financial Statements for audit in accordance with IPSAS cash-basis or national standard as pronounced by the Comptroller and Auditor General (C&AG) within 90 days of the end of the financial year to the Foreign Aided Audit Directorate (FAPAD);
• Prepare memorandum of action taken to resolve internal audit queries, external audit observations and public accounts committee recommendations
• Ensure appropriate follow-up of compliance with legal provisions of the financial agreement of the project; and
• Any other duties as assigned by the PD.
• Monitoring Contract Administration: to record commitments, expenditure and performance of contracts and a system for generating periodic contract status reports; and to process bills for payment;
• Liaising with specialized agency-service providers: to facilitate electronic -e-voucher based payment of safety net benefits to beneficiaries;

| Experience, Resources and Delivery Capacity Required |

The selection criteria are:
• Minimum M. Com/ MBA in Accounting- Finance and related subjects.
• Associate or member of a Professional Accountancy Organization (PAO) (CA-ACCA-CMA etc.) recognized by the International Federation of Accountants (IFAC) will be an advantage.
• Ten (10) years of general experience in Financial Management.
• At least seven (7) years of work experience in financial management in government/semi-government institutions, or with international donors, implementing development projects;
• Extensive Knowledge of Government budgeting, fund release and reporting requirements;
• Extensive Knowledge of the IDA’s financial management and disbursement procedures;
• Proven track record of using at least budgeting module of the Integrated Budget and Accounting System (iBAS++) is mandatory Proficient in use of MS Word, Excel, Power Point.
• Excellent communication skills (speaking and writing) in English and Bengali.
Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him-her-self best suited to perform the assignment.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.

5. 6. The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017.
