INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
• Assess environmental and social issues associated with all proposed project activities of BEST project;
• Prepare an Environmental and Social Impact Assessment (ESIA) to identify all potentially positive and negative E&S risks and impacts) in line with the Bank’s Environmental and Social Framework (ESF) and propose mitigation measures and recommendations;
• Identify various stakeholders and develop a Stakeholder Engagement Plan (SEP) and disclosure procedure for engagement and consultation with the same down to the finalization of the Environmental and Social Management Plan (ESMP);
• Develop a written Labour Management Procedure (LMP) which will set out the way in which project workers will be managed, in accordance with the requirements of national law and this ESS;
• Provide inputs to prepare the Borrower’s Environmental and Social Commitment Plan (ESCP);
• Carry out an assessment of Institutional Capacity of MoEFCC/DoE and additional implementing agencies and develop Institutional Capacity Development Plan for DoE and all other related agencies;
• Conduct a review of appropriate country laws and requirements to address the Environmental and Social impacts;
• Identify the implication of Government of Bangladesh and World Bank policies/acts/regulations/ESS for the project. |
| Experience, Resources and Delivery Capacity Required |

The Department of Environment under the Ministry of Environment, Forest and Climate Change, Government of Bangladesh now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consulting Firm should provide information demonstrating that they have the the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Experience in environmental and social impact assessment for donor financed investment operations from year 2013 to date.
b) Availability of key professionals to carry out the assignment on payroll
c) Financial and Organizational capacity of the firm
d) Experience in projects financed by multilateral development institutions
The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.
04. The attention of interested Consultants is drawn to the Section III, para 3.14, 3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers” July 2016 and revised inNovember 2017 and August 2018 (“ Procurement Regulations”), setting forth the World Bank's policy on conflict of interest.
05. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a Sub-consultancy. In case of a joint venture, all the partners in the joint venture shall be Jointly and Severally liable for the entire contract, if selected. |

Expected date for commencement of the services is December 2020 and completion by March 2021. The tentative duration of the entire assignment is about 3 months. However, the contract period will be remained valid for 15 months from the date of signing. The Terms of Reference (TOR) for the assignment is available in Department of Environment’s website (www.doe.gov.bd/) ESIA Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
07. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 30 September 2020 up to 4:00 PM either in sealed envelope clearly marked “Request for Expression of Interest (REOI) for Selection of “Environmental and Social Impact Assessment (ESIA)” in the email’s subject line or on top of the envelope or through email sent to the following undersigned address. REOI received after the last date of submission will not be considered for short listing. |
