| Brief Description of Assignment |

Primary objective of this project is to enable both citizen and government to receive and render service from a common single platform and also to allows to build light-weight citizen service application as quickly as within an hour & Opens the scope for introduce many new innovations in service delivery with available technologies. This is a national project with utmost importance towards the digital Bangladesh goal so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrances. Bidder must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:
1. The vendor must have experience of developing Whole of Government digital platform for Government of Bangladesh where citizen can apply for services for different government agencies and/or govt can process public decisions. (Please provide work completion certificate).
2. Experience in Government data management and visualization. (Please provide work completion certificate).
3. Vendor needs to have experience of developing mobile app that serves for public service delivery in last 2 years. (Please provide work completion certificate).
4. Vendor needs to have practical working experience of developing or managing virtual public access points or integration of such access points. (Please provide work completion certificate)
5. Minimum 5 years of experience in ICT business as a registered company/entity in Bangladesh.
6. Must have valid and up-to-date Trade license/ Register of joint stock & companies (RJSC) registration (if applicable), TIN certificate, VAT Identification Number, Updated Income Tax Payment Certificate (2018-19).
7. Needs to have full time experienced human resource in Project Manager, System Analyst, Security Expert, Database Administrator, Software Developer, Mobile Apps Developer, Mobile Apps Developer, Technical Document Expert, UX/UX/Training/QA/ Deployment expert, System Administrator, Support Engineer.
8. Multiple Companies having technical and legal competency for developing such Product can bid jointly but they must have legal agreement among them where one company needs to be lead. Lead company needs to fulfill all conditions mentioned in this ToR. Joint-venture agreement needs to have clear identification about each responsibility matrix along with IPR.
9. Must have minimum turnover of BDT 2.5 core in last 2 years and working capital of BDT 50 lac.
Aspire to Innovate Programme now invites eligible Applicants/firms to indicate the interest in providing the services. Interested Consultants/firms are invited to provide information indicating that they are qualified to perform the services.
A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and Request for Proposal document will be issued in their favor.
Total duration of the contract is 24 (Twenty-four) months.
