INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
(A) General
To help and train the Executing Agency in processing and paying top up and other grants for lost assets and resettlement of Project Affected Persons to prevent improvement (likely to be created) by the project.
(B) Qualification and Experience
The proposers must have experience of implementing LAP & RAP in similar large completed project/projects. Details of Implementing Agency Services and manpower will be mentioned in the ToR of the Request for Proposal (RFP).
The proposers must have experience in implementation of land acquisition and resettlement activities in foreign aided Project, experience in Land Acquisitions Plan (LAP) & Resettlement Action Plan (RAP) preparation along with plot scheduling, experiencing Land Survey etc in development projects. It must be registered with NGO Bureau or Department of Social Welfare or Joint Stock Company.
C) Conditions
For participation in the short-listing process; authenticated evidences, shall have to be submitted by the proposers with the EoI in support of their experience and capability to demonstrate their effectiveness in implementing resettlement and rehabilitation plan in large project/projects.
Individual proposers to submit the EoI for short-listing: JVCA is allowed.
EoI should specifically include:
Ser. Desired Area for Consideration
1. Background of the Proposers like as registration of the firm, age, area of expertise, available resources etc.
2. Experience of the proposers: Projects and number of RP’s implemented.
3. Summary of experience in implementing, resettlement activities financed by Donor Agency where the Agency’s own Resettlement Policy applied.
4. Number of Affected persons in RAPs implemented by the proposer.
5. Nature, size, employer, location and type of inputs (contracts) in hand.
6. Permanent professional employees with key qualifications like as Team Leader, Deputy Team Leader, Resettlement Specialist, Land Acquisition Specialist, IT (MIS, GIS etc) Specialist and Gender Specialist.
7. Audited Financial Reports of the proposers: For the last three years.
EOI with supporting documents must be submitted in sealed envelope marked with “Proposal for Services for Implementation of Resettlements Plan (RP) under Matarbari Port Development Project (RHD Part).
Late submission shall be rejected summarily.
Local, competitive, bidding procedure will be conducted and selection will be made by QCBS Procedure following Bangladesh Public Procurement Rules-2008. RFP to submit detail technical and financial proposal is expected to be issued to the short-listed proposers within time frame mentioned in PPR, 2008. EA will not entertain any expense incurred by the proposers in connection with the preparation or submission of the EoI. |
