| Brief Description of Assignment |
: |
National Board of Revenue (NBR) is looking for eligible consulting firm for design, development, installation, customization, testing, commissioning, implementation and maintenance of web-based software (Customs Bond Management System) and integration with related stakeholders which will include following modules (but not limited to):
1. CBC Portal Management Module
2. Bond License Application Module
3. Bonder Profile & License DB Management Module
4. General Bond Management Module
5. e-Passbook Management Module
6. e-Bond Register Management Module
7. HS Code Management Module
8. Machinery Database Management Module
9. Lien Bank Portal & Profile Management Module
10. Lien Bank Change Management Module
11. Annual Audit Management Module
12. UD Integration, Re-creation & Summarization Management Module
13. Entitlement Management Module
14. Co-efficient Management Module
15. UP (Utilization Permission) Management Module
16. Bonder Inventory Monitoring Management Module
17. Legal Procedure Management Module
18. Case Information Input Management Module
19. Inter-bond Raw Materials and Machineries Transfer Management Module
20. Bond License ownership and Company name change management

The intending firm has to comply with the following as minimum eligibility criteria:
1. Must have up-to-date Trade License, Income Tax clearance Certificate, Firm's Registration, VAT Registration & Clearance Certificate and Bank Solvency Certificate;
2. Experience of minimum 8 (eight) years in Software Development and IT Solution;
3. Must have completed 2 (two) similar large scale or relevant project in applications/software/e-governance/e-service solution design, development and implementation experience in Government/Semi Government/Autonomous Body/Non-Government Organizations;
4. Must have experience in electronic/online payment with mobile wallet/banking system.
5. Integration experience with large scale databases.
6. Experience in Mobile/Tab based application development in private/public sector;
7. Availability of adequate experienced technical professionals (Project Manager, System Analyst, Software Architect, Software Engineer, Programmer, QA Expert, and Interoperability Expert, Support Engineer etc.) to carry out the assignment successfully;
8. Last 3 (three) years average annual turnover of the firm shall be at least Tk. 5 (five) crore. Last 3 (three) years Audit Report should also be submitted.
9. The minimum amount of liquid assets i.e. working capital of the firm shall be Tk. 6 (Six) crore;
10. Membership of Bangladesh Association of Software and Information Services (BASIS);
11. ISO 9001/CMMI L3 will be considered as preference;
12. Logistic capability such as well-equipped office in Dhaka with necessary facilities. The firm having their own branch office in Chittagong will be preferable. |

NBR now invites Eligible Applicants to indicate the interest in providing the service. Interested Consultants are invited to provide information indicating that they are qualified to perform the services. This shall require substantiation through submission of brochures and other documents describing similar assignments, experience availability of appropriate professional qualification and experience among applicant’s staff, resources to carry out the assignment, financial logistical capability, etc.
1. The consulting firm shall provide contract agreement and proof/completion certificate for all the criteria listed above; this should include all contact detail about focal point/signatory/contact person.
2. The intending firm may associate with other consultants to fulfill their qualifications and express their interest in JV/Consortium/Associations. The maximum number of JV/Consortium/Associations allowed is 2 (Two). The lead firm must comply with clause 16 of sub-clause 1, 2, 8 & 9.
3. Interested Firms/Consultants/Consortiums are requested to submit 3 (three) hard copies and 01 (one) soft copy (in flash drive) of the EOI in a simple and clear form which should contain all relevant information.
4. The EOI should be submitted with a Table of Contents & Page Numbers both in hard copy & soft copy.
A short list of consultants will be prepared upon evaluation of EOIs of the eligible applicants and “Request for Proposal” document will be issued in their favor. A Consultant will be selected using the Quality and Cost Based (QCBS) sub-method in accordance with the Public Procurement Act (PPA) 2006 and Public Procurement Rule (PPR) 2008. It is expected that the services will commence in January 2021.
