| Brief Description of Assignment |

The Government of Bangladesh has been assigned to develop a website commemorate the Golden Jubilee of Victory and Independence. To facilitate the celebration a website for the Golden Jubilee of Victory and Independence government has formed committees to ensure proper and auspicious celebration at the eve of the 50th years of Independence of Bangladesh.
Bangladesh Computer Council invites the interested firms for developing Dynamic Websites for the Golden Jubilee Celebration of the 50th Year of Victory and Independence. The developed dynamic systems should be a Content Management System (CMS). The proposed dynamic website should generally include the elements such as: 50 Years of Bangladesh, Struggle for freedom, Events on the Occasion of the Golden Jubilee of Independence, Development & Achievement of Independence, Information on exports and tourism and event calendar, Memorable photo and videos, library book lists, queries and comments, contact information and any other relevant information.
• It is very important to incorporate all pertinent details in graphic designing, developing and hosting of the dynamic websites at National Data Center and disseminate information & transact through website for optimum use.
• The website framework and design must be elegant an befitting for the Golden Jubilee of Victory and Independence befitting with Bangladeshi culture.
• The graphic design must reflect Bangladeshi Culture.
• Achievements in economic and technical, socioeconomic development, achievements in sports, global appreciation and awards etc must be highlighted.
• Would be organized and interactive to navigating information, e.g. by subject (category) then sub-category in order to receive information about the topics and services that interest them.
• Would be extensively cross searchable with all service related subjects in Bangla and English.
• Bangla should be Unicode based.
• Web Content Accessibility Guidelines (WCAG) W3C must be adhered in the development.
• Would be highly secured, Would be easily accessible from wherever possible
• Would be platform and browser independent using prescribed interoperable standards
• Would be easy to update and maintain by the relevant authorities. The relevant authorities will create and update the content by themselves and the procedure of updating should be easy.
• Using open source solutions in dynamic websites development would be highly preferred.
• Moreover, the dynamic websites would consider that content needs to –
o be current and fit the purpose – visitors’ demand driven information,
o be checked for accuracy - to proof read all of information before putting it live.
o be fully functioning - uploaded images are checked, links go where they are supposed to and text sits properly on the page.
o be communicated clearly – the regular visitors will get to know the activities of the Golden Jubilee Celebration of Bangladesh
o All contents before going public must be verified by the editor / editorial committee.

1. Must be a registered company in Bangladesh with Tax Payer Identification Number with experience in web technology and web based applications
2. Must have professionals (such as Web Developer, Graphics Designer, Security expert etc) with degrees from accredited universities.
3. The graphic designer must be familiar with Bangladeshi culture and eticate
4. The tenderer must have past experience of work in promoting Bangladeshi culture, tourism, global events etc.
5. The tenderer must identify the team leader and proficient contact personnel for the job and should have adequate competency to provide development strategy incorporating the following:
a. User Requirements Document
b. Expected Project Schedule
c. Project Management Plan
d. Quality Assurance Plan
e. Testing Plan f. Deployment Plan
g. Implementation Support Plan
h. Training Plan
i. After Sales Support Plan
j. Update Plan
6. Must submit completion of any event/program on promoting Bangladesh Culture, Tourism, War of Independence etc
7. Tenderer must have minimum 5 years overall experience in development of Dynamic website and web application.
8. Tenderer must have service completion certificate for similar activity/service in Bangladesh of at least ONE contract of similar nature, complexity and methods/technology completed over a period of five (5) years with a value of at least of Tk 30 (Thirty) lac shall be required.
9. Reference of previous client for similar work/service should be provided by applicant.
10. Number of employees including CVs of key technical staff should be provided by applicant.
11. Current audited financial statements including a balance sheet, an income statement, year-end financial statement as well as turnover of last 3 years.

Bangladesh Computer Council (BCC) reserves the right to undertake a pre-qualification exercise of the interested applicants/Firms. The pre-qualification will be made using such criteria as company’s capacity, experience and references, financial and organizational strength and stability etc. The qualified applicant/Firm will then be invited to participate in the subsequent tendering exercise governed by the rules and procedures of PPA 2006 and PPR 2008.
