| Brief Description of Assignment |

The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-I, Jhenaidah-Jashore Highway(N7) Improvement Project and intends to apply part of the proceeds for Social Development and Public Relations Expert individual Consultancy Services.
The broad scope of consulting services (“the Services”) include to carry out following in the project.
1. Assist the PIU with the assessment of social risks-impacts and their mitigation measures, guiding the preparation and implementation of various instruments and plans under the project, based on risk assessment and as per requirements under World Banks Environment and Social Framework-ESF, ensure project’s compliance with National Laws and World Bank standards, monitor work of E&S agency commissioned for social management under Phase I interventions (related to upgradation of the Jashore-Jhenaidah section of Jashore (N7) National Highway) of the WeCARE Program.
2. Support RTHD-PIU in managing the public relations for the project, including leading work related to citizen’s engagement, community participation for equitable distribution of benefits across vulnerable groups and capacity building of project workers around E&S risk assessment and management issues.
3. Check all associated reports, data, procedure as instructed by PIU.
4. Ensure that social risk-impacts & their mitigation measures and public relation activities are conducted in accordance with GOB and WB policies but at the same time aids with timely implementation of the project.
5. Work closely with the PIU’s Land Acquisition and Resettlement Specialist under the guidance of the Project Director in designing and implementing social risk mitigation measures including payment of compensation to and livelihood restoration of the PAPs.

| Experience, Resources and Delivery Capacity Required |

The Roads and Highways Department (RHD) under Road Transport and Highways Division, ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant should have an appropriate post-graduate degree in Social Science/ Social Work/ Management / Anthropology/ Extension and Communication/ Mass Communication/ Gender Studies or equivalent qualification in a related field. Some formal training/course on communication, media management or public relations would be beneficial. The shortlisting criteria are:
1. Experience in the area of social development or social management of road construction or logistics infrastructure up-gradation projects.
2. Experience in preparation or implementation of social safeguards or E&S instruments for road construction or other infrastructure projects.
3. Experience in applying communication tools or developing communication or IEC strategies for large development projects.
4. Experience in similar Donor funded projects, particularly with World Bank, ADB or JICA.

Expected date for commencement of the services is May 2021 and the tentative duration of the entire assignment is about 30 (Thirty) months. A draft TOR can be found at the following website: (www.rhd.gov.bd or can be obtained at the address given below).
The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020,” setting forth the World Bank's policy on conflict of interest.
An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.
