INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The main objective of the assignment is to Design, Supervision and monitoring work for Vision-2021 Tower STP-2 and 1 under Digital Entrepreneurship and Innovation Eco-System Development Project, which includes but not limited to -
1. Prepare Master plan incorporating present and future infrastructure requirement for Vision 2021 Tower Software Technology Park-2 as an ecofriendly green building;
2. Conduct Survey and Investigation (Site Analysis, Topography Survey, Sub-soil Investigation for different infrastructures);
3. Prepare detailed Architectural and Engineering Design;
4. The Design Consulting services shall include but not limited in preparation of Conceptual, Architectural, Structural, Plumbing, Electrical, Networking, Sanitary, Office Interior Work Design, Landscaping Design, Building Management System and Working Drawings of all infrastructure including Bill of Quantities, Estimate and work schedules for Construction Management to make the building eco-friendly and green;
5. Preparation of Tender Document and assist in contract administration as per Public Procurement Rules (PPR)-2008 and World Bank Procurement Guideline;
6. Ensure quality control of all construction works by engaging in full time supervision, monitoring and Contract Management engineering team;
7. Consultant shall be responsible for reviewing and certifying the bills of work done submitted by the Contractor (s)
8. Preparation of 3D model of whole park area- showing all infrastructure;
9. Submit completion report along with all documents including as-built drawing.
10. Supervision, monitoring and contract management and Preparation of bidding documents, designs, drawings, technical specifications with BOQ for renovation and upgradation of the Facilities of Vision 2021 Tower-1 STP;
11. The Consultant will provide all the deliverables at various stages of the design and deliverables have to be submitted both soft copy and the hard copies. |
| Experience, Resources and Delivery Capacity Required |

The shortlisting criteria are:
i. The Firm should have minimum 10 (Ten) years experience in the field of providing Architectural and Engineering consultancy services with Construction Supervision.
ii. The Firm should have specific experience in design and construction supervision of least 2 (two) similar projects.
iii. The Consulting firm may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The total number of firms limited to accordance with Public Procurement Rules-2008 and World Bank Procurement Guideline.
F. Management Competence: –
All information such as the company age, legal status like - company registration certificate, trade license, VAT registration certificate and up to date Income Tax clearance certificate, last 03 (three) years audit report (only summary part) reputation, organizational structure, financial and managerial capability of the firm or the consortium will be assessed to judge the competency of the firm/consortium;
G. Technical Competence: –
The EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets
H. HR Competence: –
The EOI should demonstrate the availability of pool of qualified and experienced engineers with the firm or the consortium.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Banks Procurement Regulations for IPF Borrowers July 2016 , revised November 2020 (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest. |

The Digital Entrepreneurship and Innovation Ecosystem Development project implemented by the Bangladesh Hi-Tech Park Authority under Information and Communication Technology Division is now inviting eligible consulting firms (“Consultants”) to indicate their interest in providing the stated Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
