INFORMATION FOR APPLICANT

Brief Description of Assignment : Assignment Title: Conduct Road User Satisfaction Survey and Assess Progress within Result Monitoring Framework (SP-04) Reference No: SP-04 Government of the People's Republic of Bangladesh has received financing from the World Bank for Implementing the Western Economic Corridor & regional Enhancement Program (WeCARE) Phase-1 and intends to apply part of the proceeds for the Consulting Services for Road User Satisfaction Survey and Progress Assessment through Result Monitoring Framework. The broad Scope of consulting services (“the services”) include carrying out the tasks mentioned below for WeCARE Phase -1: Improvement of Jhenaidah-Jashore Highway Improvement (N7) Project. 1. M&E Framework Monitoring: Collect baseline, midline, and end line indicators for project progress monitoring as provided in the results framework and monitoring and evaluation (M&E) plan in the Project Appraisal Document (for components administered by RHD). 2. Perform the economic and financial analysis of the Program- Phase 1 (including collecting the necessary traffic data). Expected date for commencement of the services is July 2021 and the tentative duration of the entire assignment is about 30 (Thirty) months. Experience, Resources and Delivery Capacity Required : The Roads and Highways Department (RHD) under Road Transport and Highways Division Ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Consultancy Firms to express their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualifications and experiences for short listing are: 1. Experience in M&E Framework Monitoring in Highway Projects. 2. Experience in Economic and Financial analysis in Highway Projects. 3. Experience in development partners funded Projects for M&E Framework Monitoring and Economic and Financial analysis. The attention of interested Consultants is drawn to the Section III, Para 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrows, July 2016 and updated in November 2020,” setting forth the World Bank’s policy on conflict of interest. Consultancy Firm may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a sub-consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Qualifications of sub-consultants will not be considered in the evaluation of EOIs for short listing purposes.
Other Details (if applicable) : Consultants are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria: (i) The Firm's Incorporation/Trade/registration documents from the country of the firm (ii) Firm’s brochures; and (iii) Description of relevant assignments including nature, total contract price, employer, location of service etc.” A Consultancy Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Expression of Interest (EOI) must be delivered in a written form to the address of the undersigned (in person or by mail, or by fax, or by e-mail) by 1:00 pm (BST), May 24, 2021. The client will not be responsible for any expenses incurred by the firm(s) in connection with the preparation or delivery of the EOI. The Executing Agency reserves the right to accept or reject any proposal without assigning any reason.
