Preparation and processing of project budget and cash plan, project expenditure, annual financial management, iBAS++ & CONTASA, IUFR, action plan for internal audit and audit directorate, follow-up of compliance with legal provisions of the financial agreement and Disbursement and Financial Information Letter (DFIL) of the project etc.

| Experience, Resources and Delivery Capacity Required |

Academic: Minimum M. Com/ MBA in Accounting/ Finance and related subjects.
[Associate or member of a Professional Accountancy Organization (PAO) recognized by the International Federation of Accountants (IFAC) will be an advantage].
Experience: Minimum 10 years work experience of which at least 3 years in a managerial position in financial management in government or autonomous projects.

• The position is full time in Project Implementation Unit (PIU) at Dhaka.
• The Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV along with description of similar assignments, experience in similar conditions, general qualifications and financial proposal).
• The attention of interested Consultants is drawn to Section ?, paragraph, 3.14, 3.16 and 3.17 of the World Banks Procurement Regulations for IPF Borrowers July 2016 (Revised November 2017, August 2018 and revised November 2020), setting forth the World Banks policy on Conflict of Interest.
• Selection of the consultant will follow the procedures for selecting Individual Consultants described in The World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 (Revised November 2017, August 2018 and revised November 2020).
• Duration of the consultancy services for FMS-30 Man-months or project closing date whichever is earlier.
• Interested Applicants are requested to collect Terms of Reference (ToR) to understand detail requirements and task upon request from the address provided below either by e-mail or in person during the office hours (09-00 AM to 05-00 pm.). The ToR is also available at the DGHS website (http:www.dghs.gov.bd). |
