INFORMATION FOR APPLICANT

Brief Description of Assignment : Selection of Consultant for Audit
Experience, Resources and Delivery Capacity Required : 3. Department of Fisheries (DoF) represented by the Project Director, SCMFP now invites eligible consulting firms (“Consultants”), either single entities or joint ventures, to indicate their interest in providing above mentioned services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: a) 10 (ten) years of experience in Internal Auditing/Independent Auditing of public/private sector organizations. The certified internal audit firm will get preference; b) The firm will have specific experience in working as an Internal Auditor in donor funded projects in the last 10 (ten) years; c) Average Annual Financial Turnover from consulting services provided in last 5 (five) years; d) Staffing of the firm; e) Availability of key experts. Key Experts will not be evaluated at the shortlisting stage.
Other Details (if applicable) : 4. Consultants are requested to submit the following documents in support of the above-mentioned criteria:(a) Registration papers (e.g. certificate of incorporation, Articles of Association, Memorandum of Association, and any other corporate document) of the firm(s); (b) membership of the National Professional Accounting Body in Bangladesh-The Institute of Chartered Accountants of Bangladesh (ICAB); (c) experience in Internal Auditing/Independent Auditing of public/private sector organizations in the last 10 (ten) years; (d) specific experience in working as an Internal Auditor in donor funded projects in the last 10 (ten) years-indicating details of consultancy contracts executed i.e. description of services, duration of the services, name of the client, value of each contract, client’s certificate of satisfactory performance etc.; (e) Audited financial reports for the last five years (including turnover from consulting services and other activities, profit & loss, current asset & liability and fixed asset & liability); (f) Firm’s brochure including staffing; (g) detailed list of relevant key experts; (h) Joint venture (JV) agreement/letter of intent to form a JV (as applicable) along with the proposed JV agreement; (i) Updated VAT registration and Taxpayer’s Identification Number (TIN) certificate. 5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2017, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 6. Consultants may associate with other firms to enhance their qualification, but should indicate clearly whether the association is in the form of a “joint-venture” and or “sub-consultancy”. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Further, each Partner should have experience in the field related to the assignment, clearly indicating the expected inputs of each partner to the assignment. It is preferable to limit the total number of partners in the association to a maximum of two. 7. A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016 revised November 2017. 8. It is expected that the services will commence in August 2021. The Internal Audit of the project will be conducted on bi-annual basis. In the first phase, the internal audit to be conducted for the 2nd fiscal year and in the second phase, internal audit to be conducted after end of the 4th fiscal year. Each of the consultancy services will need to be completed in three months.
