| Brief Description of Assignment |

The feasibility study and the preliminary/conceptual design from Beribadh Rayer Bazar Switch Gate to the Postogola Bridge and detail design of Beribadh Road Rayer Bazar Switch Gate to Lohar Bridge, which includes-
a) Route Feasibility and preliminary/conceptual Design of 6-Lane Corridor Alignment from Rayer Bazar Switch Gate to the Postogola Bridge. The feasibility study to find out alternative options which may yield higher benefit and also fulfilling the need.
b) Detailed Design of 6-Lane Corridor Alignment in Beribadh Road from Rayer Bazar Switch Gate to Lohar Bridge including need assessment, selection of sites and outline design for one or more bus stoppages, road section, roadway geometry, intersections, signals, Overpass or Underpass/grade separators etc. Connectivity of the feeder roads with proposed route alignment.
c) Carry out surveys like as Existing utility, OD survey, Traffic volume, Directional traffic, classified vehicle, Socio economic survey, Pedestrian, Land acquisition and resettlement and others as necessary.
d) Prepare models showing different present and future options;
e) Prepare resettlement plan, possible land acquisition and cost.
f) Preparing a detailed Traffic Circulation/ Traffic Management Plan. Preparing a design stage safety audit of the recommended preferred alternative; Carry out Sub-Soil investigation to assess soil bearing capacity;
g) 3D-Visualization and animation, GIS Map. Traffic modelling.
h) Carry out detail design : Architectural and Structural, prepare working drawings from Beribadh Road from Rayer Bazar Switch Gate to Lohar Bridge, Prepare technical specifications, BOQ, and detailed estimate of works;
i) Economic And Financial Analysis,
j) Assist in DPP preparation ;
k) Submit reports as required; and
l) Submit completion report along with all documents (including drawing, design and other engineering drawing and designs). |

The Superintending Engineer invites Consultant firms to express their interest in providing the above services, Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). The REOI would be reviewed on the basis of the following to prepare a short list:
-Age of firm
-General Experience of the Firm
-Availability of appropriate skills among staff
-Demonstrated capacity to handle such assignment in terms of resources
-Experience in similar tasks.
-General experience of the firm
-Average Annual turn over the firm
The EOI must contain information demonstrating that they are qualified to perform the services delineated above. Also the Criteria of evaluation of the EOI shall include:
Eligibility – the firm or, in case of a consortium, the lead firm or any member of the consortium must not be included in the list of sanctioned firms by the Bangladesh Government;
-Management Competence – information such as the age, legal status, reputation, organizational structure, and financial and managerial capability of the firm or the consortium shall be assessed to judge their competence;
-Technical Competence – the EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets, which should be annexed to the EOI;
Geographic competence – the EOI should also mention the firm or consortium’s experience to work all over the country and HR Competence – the EOI should demonstrate the availability of pool of qualified and experienced engineers with the firm or the consortium.
Work Competence – Route feasibility, Alignment fix up, Layout planning, geometric design, intersection design, geotechnical design, structural and pavement design, and construction supervision |

Interested firms shall submit expression of interest (EOI) to the DSCC within the given time frame. The EOIs will be evaluated according to the provisions of the Public Procurement Rules-2008 Guidelines.
In a case where more than one firm forming a consortium to enhance their qualifications, the lead firm should submit the EOI. The EOI should outline the rationale for the proposed consortium, and describe how the work will be coordinated, managed, and quality control assured. They should have proven track records of management and financial solvency. |
