| Experience, Resources and Delivery Capacity Required |

The minimum qualifications and experiences:
1. Minimum 10 years of experience in ICT business development or ICT based software development as a registered company/entity.
2. Must have valid and up-to-date Trade license/ Register of joint stock & companies (RJSC) registration (if applicable), TIN certificate, VAT Identification Number, Updated Income Tax Payment Certificate.
3. Firm needs to have experience in market research and business development expertise preferably for consultancy service for Govt. organization.
4. Multiple Companies having technical and legal competency for developing such services can bid jointly but they must have a legal agreement among them as ‘Joint venture’ (JV). The maximum no. of members in the association is limited to three (3). The firms must declare one firm in this association as the ‘Lead Partner’ (lead partner needs to fulfill the relevant requirements; other firms need at least 2 years of experience).
5. Lead partner may have joint venture (JV) agreement with other firm having specific substantial required experiences and expertise relevant to this project requirement.
6. The company or any partner of joint venture (JV) should have minimum one (01) working experience in public/Govt. sector preferably ICT based or digital transformation initiative.
7. The company or any of the joint venture (JV) partner should market research and business development expertise preferably for consultancy service for at least 01 (one) Govt. organization.
8. Provide a list of required full time experienced human resource.
9. Must have a minimum turnover of BDT 3.50 crore in the last 2 years. Please submit the last two audited financial statements.
10. Minimum amount of liquid asset in the form of an unconditional credit line from any scheduled Bank of Bangladesh or working capital shall be BDT 3.00 crore. Please submit the last two audited financial statements.
11. Association Membership certificates are preferable, but BASIS membership certificate is a must here.
12. CMMI-3 is preferable.
13. ISO-9000 and 27000 certifications are preferable.
14. Documents demonstrating the management and operational capacity of the firm / joint venture (Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar assignments or project experience, availability of relevant professional staff and experience among applicant’s staff/resources to carry out this assignment.
A shortlist of consultants will be prepared upon evaluation of EoI’s of the eligible applicants, and a “request for proposal” document will be issued in their favor.
The total duration of the contract is 24 (Twenty-Four) months. |
