INFORMATION FOR TENDERER

The Tenderer shall have the following minimum level of experience to qualify for performing the Contract:
10 (Ten) years of overall experience in the field of construction of natural gas pipeline.
Natural Gas Pipeline Construction Contractors enlisted with PETROBANGLA or its Companies under category 1.4. The Validity of enlistment should be up to June 2024.
The minimum specific experience as a Prime Contractor or Management Contractor or Sub-Contractor or JVCA partner in supply of materials and Construction of high pressure (minimum 1000 psig) natural gas pipeline, Testing & Commissioning within the last 10 (Ten) years, with a total value of at least Tk. 6.00 (six) Crore under 01(one) contract. The tenderers are required to submit job completion certificate evidencing Specific experience as stated above. Tenderers are also required to submit certificate evidencing Tenderer’s experience on Procurement & Supply of Pipeline Materials.
The required average annual turnover shall be greater than 25 (twenty-five) Crore within the last 10 (Ten) years. The period will be best three (3) years in the last ten (10) years.
The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be Tk. 11 (eleven) Crore.
Note: All Experience time will be counted backwards from the date of tender opening. |

1) The minimum number of years of general experience of the Tenderer in the oil and gas industry as Prime Contractor or Subcontractor shall be 15 (fifteen) years.
2) The Tenderer shall have completed at least two (2) drilling contracts, including associated third-party engineering services, within the last ten (10) years, each valued at least USD 12,000,000 (Twelve Million).
3) The Tenderer must have experience in drilling at least 10 (ten) oil wells successfully within last 10 years; must have at least 2 (two) gas/oil well drilling experience including supply of materials and 3rd party engineering services on turn-key basis outside the home country. Tenderer must have experience in drilling at least 2 (two) wells with the depth of 4000 meter gas/oil wells including having experience of controlling minimum 8000 psi formation pressure with high formation temperature (250 deg F).
4) The Tenderer must be a valid member of International Association of Drilling Contractors (IADC) and/or International Well Control Forum (IWCF).
5) The Tenderer must have at least 2 (two) own drilling rigs with capacity of 2000 HP.
6) The Tenderer may be a physical or juridical individual or body of individuals, or company, association or any combination of them in the form of a Joint Venture (JV) will be accepted. |

Existing Requirements Section 7: Employer’s requirements, Group-A: Drilling Works, Page 133 :The drilling rig should not be older than 10 (ten) years and must be in good operating condition. In this regard, the successful tenderer must submit Rig Refurbished Certificates by an internationally recognized valid ISO certified third party Firm/Company before Rig operation. The name and certificates of that firm shall be submitted with the technical offer and acceptable to the employer.
To be amendment as : The drilling rig shall not be older than 15 (fifteen) years and must be in good operating condition. In this regard, the successful tenderer must submit valid Rig Refurbishment/ Inspection Certificates (API 4G, 7L, 7K, 8B, 8C, 9B Category IV) by an internationally recognized API certified third party Firm/Company before Rig mobilization. The Refurbishment/ Inspection certificates shall not be older than 12 months from the date of rig mobilization. The name of the API certified inspection company along with copies of its valid API certificates must be submitted with the technical offer and must be acceptable to the employer.
