1. The Government of the People's Republic of Bangladesh has received a loan from the Japan International Cooperation Agency (JICA) towards the cost of Dhaka Mass Rapid Transit Development Project (Line-5): Northern Route and intends to apply part of the proceeds towards payment under the contracts for "Lot 7a: Design, Manufacturing, and Installation of Railway Systems Comprising of Signalling System, Telecommunication System, Platform Screen Doors and Enterprise Resource Management System, and Lot 7b: Design, Manufacturing and Installation of Electrification System".
2. Dhaka Mass Transit Company Limited now invites sealed Bids from eligible Bidders for the design, construction, and completion of railway E&M system for Dhaka Mass Rapid Transit Development Project (Line-5): Northern Route, which covers 20.00 km (13.50 km underground and 6.50 km elevated) metro rail system with 9 underground stations, 5 elevated stations and one maintenance depot ("the Works"). International competitive bidding will be conducted in accordance with "Single-Stage Two-Envelope" Bidding Procedure in Lot 7a and Lot 7b.
3. Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries and areas, as defined in the Bidding Document.
4. Bidders may submit bids for one lot or both lots, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one lot will be allowed to do so, provided those discounts are included in the Letter of Price Bid.
