| Brief Description of Assignment |

The detailed descriptions of the services are stated in the ToR. The ToRs for (1) Wing Manager: Academic Transformation Fund (ATF) Management Specialist (Package No. S-36 F) and (2) Senior Communication Specialist (Package No. S-36I) are available on the HEAT website (heat.ugc.gov.bd), BPPA website (bppa.gov.bd), and UGC website (ugc.gov.bd). It may also be collected from the Project Office during office hours |

(1) Wing Manager: Academic Transformation Fund (ATF) Management Specialist (Package No. S-36 F) (Position-01)
(a) At least post-graduate degree in any discipline from a recognized higher education institution of the country or abroad. PhD degree will be considered as an additional qualification. (b) He/she should have 15 (fifteen) years’ experience of teaching in public universities. (c) Familiarity with the rules and regulations including experience in the application of such rules and procedures for implementation and management of government’s development projects. (d) Competency in drafting of Operations Manual for Competitive Grants Mechanism, project implementation plan, supervision, financial and monitoring reports. (e) Competencies in the implementation and operation of IDG and competitive grant subprojects (others requirements have been in the TOR).
(2) Senior Communication Specialist (Package No. S-36I) (Position-01)
(a) A post-graduate degree from recognized higher Education institution preferable in communication/journalism/media studies/education/social science/fine arts. (b) At least 10 (Ten) years of professional experience as a communications/media/journalism professional in a position held in a reputed media/advertising/communication firm/organization. (c) 5 (Five) years professional experience as Communication Specialist or similar in development partner financed public sector project. Experience with the World Bank financed projects shall be given preference. (d) Experience in preparing and implementing strategic communications plans including sound understanding of current publishing, media, social media, and digital content environment and promotion strategies is required. (others requirements have been in the TOR)

HEAT now invites Applications to express their interest for the positions as mentioned above. The applicants are requested to submit Curriculum Vitae (CV) (One hard copy and also a soft copy through email) in prescribed format along with copies of certificates related to claimed qualifications and experiences), one recent passport size photograph and expected remuneration. Consultant will be selected on the basis of the qualifications and experiences as mentioned above. Expression of interests shall have to be submitted by 27 November, 2025 at 3:00 PM in sealed envelope to the office of the undersigned and be clearly marked as “Expression of Interest for the position of (Package Name & No.).
Interested applicants may obtain further information from the Project Office during office hours on any working day before the closing date and time. The Consultant will be selected in accordance with the Public Procurement Rules-2025 and World Bank Procurement Regulation-2025. |
