Feasibility Study on Modernization and Expansion of Twelve Existing Establishments of Bangladesh Parjatan Corporation
The firm shall conduct site feasibility ( financial, economic, environmental, social etc.), SWOT analysis, digital survey, project layout, architectural drawing & design, also proposal for creating facilities on vacant land of the twelve establishments, Detailed Engineering Assessment (DEA); furnish detailed cost estimate and tender document with BOQ, prepare Development Project Proposal (DPP), determine the modalities of investment (Govt. grant, ADP Loan) and prepare relevant documents accordingly etc. Provide all support for the effective delivery of the services as stipulated in the Scope of Works and the ToR. The firm needs to other relevant tasks if any important thing is missing in the ToR. Consultants shall organize programs/meetings/workshops/seminar to disseminate monitoring and study results to the Bangladesh Parjatan Corporation officials, MOCAT, Planning Commission and other stakeholders within the stipulated time-schedule. ) |

((a) The applicant consulting firm must have specific experiences of at least 02 similar nature of consultancy services within last 5 (Five) years at government/semi-government/autonomous each with a value of at least 50 (fifty) lac Taka as individual firm. The firm must attach competion certificates as proof.
(b) The proposed team leader of consulting firm must have minimum 15 years of experience and other consultants must have at least 5-15 years of experience as per the ToR.
(c) The consulting firm should have composition of consultants such as Senior Architect, Civil/Structural/Foundation Engineer, Electrical Engineer, Sanitation/Plumbing Engineer, Tourism & Hospitality Specialist, Financial /Market Demand Analyst, IT Expert, GIS Expert /Urban Planner, Environmentalist, Sociologist/ Economist, Junior Architect, Junior Civil Engineer, Auto Cad Expert, 3D Animator, Surveyor, Data Analyst etc.
(d) The firm must have the experience on conducted feasibility study according to Planning Commission’s latest format. The consultant must have the experience on conducting feasibility study on tourism and hospitality related projects. The firm should provide Inception Report, Digital Survey Report, Architectural Design, Structural Design, Draft Final Report, Final Report and DPP.
(e) Other terms and conditions are specified in TDS, PCC, ITT & GCC which strictly should be followed.
(f) All work must be completed within the stipulated time as mentioned in the ToR. |

The project sites (twelve establishments of BPC) are located in different areas of the country. The names of the establishments are - Parjatan Motel, Sylhet, (2) Parjatan Motel, Rajshahi (3) Hotel Shaibal, Cox’s Bazar (4) Hotel Pashur, Mongla (5) Parjatan Motel, Bogura (6) Hotel Netong, Teknaf (7) Parjatan Motel, Dinajpur (8) Parjatan Motel, Rangpur (9) Parjatan Holiday Homes, Kuakata (10) Parjatan Holiday Complex, Rangamati (11) Parjatan Motel, Khagrachari (12) Parjatan Motel, Bandarban.
Rationale for the Project:
Modernization, renovation, and selective expansion of BPCs existing establishments are essential to:
• Upgrade facilities to meet contemporary hospitality standards
• Improve service quality and visitor experience
• Enhance BPCs institutional image and competitiveness
• Increase revenue generation and contribution to the national economy; and
• Support national tourism development goals and the Sustainable Development Goals (SDGs), including employment generation.
The study will be conducted under a fixed budget system with government funds and firm will be selected in accordance with the Public Procurement Regulation 2025.
The EOI Submitted by a consulting firm will be rejected if it or its associated firm has been debarred by GoB.
The Procuring Agency reserves the right to accept or reject any EoI or all EoIs without assigning reason. |
