| Brief Description of Assignment |

Appointment of Transaction Adviser(s) and/or Consultant(s) for the feasibility study including Front-End Engineering Design (FEED) and procurement management services for the implementation of Land-Based LNG Receiving, Storage and Regasification Terminal at Matarbari, Cox’s Bazar, Bangladesh to be implemented under a Public-Private Partnership (PPP) modality. |
| Experience, Resources and Delivery Capacity Required |
: |
(a) Minimum 10 years of experience in providing advisory services for infrastructure development projects, including feasibility studies, financial structuring, and PPP procurement preceding the date of submission of the EOI applications, in providing consultancy services as either a single entity or a joint venture (JV) partner.
(b) Successful completion of at least 3 assignments in gas/energy sector as lead advisor or principal technical advisor.
(c) The firm must have acted as lead the firm must have acted as lead Transaction Advisor on at least 2 PPP projects in the energy or major infrastructure sector within the last 10 years.
(d) working experience in Bangladesh or in South Asian / Southeast Asian countries under comparable regulatory, institutional, and market conditions. Knowledge of Bangladesh PPP Act 2015, PPP Rules 2018, and relevant energy sector regulations.
(e) Minimum average annual turnover of USD 5 million (or equivalent) over the past 3 financial years. |

The intending Transaction Advisory and/or Consulting firms are requested to collect the “REoI document” from the office of the Project Director, Land-Based LNG Terminal at Matarbari, Cox’s Bazar project, RPGCL Bhaban, New Airport Road, plot #27, Nikunja-2, Khilkhet, Dhaka-1229, Bangladesh during office hours, beginning from 28 June 2026 to 27 July 2026. or available on the websites of www.rpgcl.org.bd, Petrobangla: www.petrobangla.org.bd

The Employer will respond to any written request for clarification, provided that such request is received no later than 10 (ten) days prior to the deadline for submission of EoI applications. |
