1. Legally registered entity with valid trade license.
2. Minimum 10 years’ experience in supplying and commissioning spectrum monitoring systems.
3. At least 5 successful deployments with national regulatory authorities.
4. Compliance with ITU-R Recommendations SM.1392 (fixed/semi-fixed) and SM.1723 (mobile).
5. Minimum annual financial turnover of USD 10 million (or as specified by the authority) with audited accounts for last 3 years.
6. ISO 9001 (Quality Management) and ISO 27001 (Information Security) certifications.
7. Manufacturer’s authorization if not the OEM.
8. Local or regional service support capability.
9. Commitment to warranty, spare parts, and software updates for minimum 3 years.
10. Submission of compliance matrix and training plan. |

Bangladesh Telecommunication Regulatory Commission (BTRC) intends to procure: Two (2) Portable / Semi-Fixed Spectrum Monitoring System and Two (2) vehicle-mounted Mobile Spectrum Monitoring System for the purpose of nationwide spectrum monitoring, interference detection, direction finding, geolocation, compliance monitoring and regulatory enforcement.
The objective of this procurement is to enhance BTRC’s technical capability in accordance with international best practices and relevant ITU recommendations, using modern, scalable and future-proof spectrum monitoring technologies. |
