| Brief Description of Assignment |

1. Scope of Services:
The consultant will closely work at the Project Management Unit (PMU) under the DoE to help implement the project successfully. The scope of services of the consultant includes, but not limited to:
The major responsibilities/ accountabilities of the consultants include, but are not limited to:
Monitoring is an important management tool to track progress and achievements by a regular collection of information, helping organizations in making informed decisions, continuously learning to improve the project throughout implementation, ensuring accountability, and achieving results. A full-time monitoring and evaluation (M&E) specialist will be engaged at DoE for the Project and will provide services to the four implementing agencies (IAs): DoE, Bangladesh Bank, BRTA, and BHTPA.
The main objectives of this assignment are:
• To review and assess progress towards objectives, identify problems and suggest remedial measures to achieve results as per plans.
• To schedule tracking the tasks and deliverables.
• To communicate progress to the Project Director (PD) and, as needed, directly to the World Bank.
• To coordinate with the key stakeholders: MoEFCC, DoE, BB, BRTA, BHTPA, ERD, and The World Bank team.
I. Scope of Services /Duties and Responsibilities
Reporting to the PD, the responsibilities of the M&E Specialist include, but not limited to:
• Develop an overall framework for the project M&E and Management Information System (MIS) aligned with project objectives and outcomes;
• Prepare an M&E and MIS plan with particular focus on results as well as providing a framework for identifying, analyzing, documenting, and disseminating lessons learned. In specific it should include:
(i) Calendar of M&E and MIS activities and timetable;
(ii) Monitoring and evaluation responsibilities of different components and personnel;
(iii) Mechanisms for physical and process monitoring of project activities;
(iv) Collection of baseline data and ensure that all data have been collected in a timely manner;
(v) Implementation arrangement including collection methods, who collects and analyzes data and cost of collection, terms of reference for specific data collection activities and monitoring work plans (including progress reports on coverage or “reach” across beneficiary groups) to achieve the Project Development Objectives (PDO) level indicators and intermediate indicators target;
(vi) Support all the PIUs in developing the implementation of the Completion Report (ICR). Also help the PIUs to prepare a report regarding Mid Term Review aligned with IMED and World Bank criteria;
(vii) Conduct Mid-Term Review (MTR) of the BEST project within the set timelines identified by World Bank.
(viii) Capacity building needs to implement the M&E and MIS plan; and
(ix) Process to identify, analyze, document, and disseminate lessons learned;
• Organize training in M&E for project staff and primary stakeholders with a view to developing local M&E capacity. The training will specifically focus on the fundamentals of M&E within the overall project M&E plan and promote a results-based approach to M&E, emphasizing result and impacts;
• Develop qualitative and quantitative reports, Gantt Charts or others to monitor the project’s progress;
• In coordination with other PIU staff, compile relevant data and prepare the regular M&E reports, progress reports (monthly, quarterly, semi-annual, annual), and support the PD in preparing the annual work plan and budget, as required by the POM. Those reports will be submitted to the World Bank, Project Implementation Committees and Project Steering Committee (PSC) through the PD;
• Make a presentation on the performance during the monthly/quarterly meeting of the project with the World Bank and PSC, respectively;

2. Qualifications:
• Masters in Statistics, Economics, Environment, other Social Science/MBA/Engineering or relevant subjects. Must have experience in M&E work and MIS; higher studies in project management or MIS will be given preference;
3. Experience:
The M&E should have at least 06 (six) years’ experience with:
• The logical framework approach and other strategic planning approaches;
• M&E methods and approaches (including qualitative and participatory);
• Planning, design, and implementation of M&E system;
• Training in M&E and MIS development and implementation and/or facilitation learning-oriented analysis sessions of M&E data with multiple stakeholders;
• Systematic analysis of data & information, report writing, establishment of MIS;
• Experience in donor funded development projects will be additional qualification;
• Knowledge and experience in auditing, data management and result-Based Monitoring (RBM) will be an advantage;

4. Duration
The duration of the contract will be 29 months, with possibility of extension depending on performance of the consultant, availability of budget and business needs.
Commencement of the Service: 01 February 2026 (Indicative).
5. Reporting: The Consultant will report directly to the Project Director.
6. Place of Working: Primarily at DoE HQ with field visits all over Bangladesh if required.
7. Logistics Support: Project will provide office space, logistics and institutional support to the consultant in carrying out the assignment.
8. Payment: This is a time-based contract, and payments will be made monthly (that is, payments made each month will be for services rendered during the immediately preceding month), supported by the submission of time sheets by the consultant.
9. Selection Method: a) A consultant will be selected in accordance with the procedure for ‘Individual Consultant Selection’ that is set out in the ‘Procurement Regulations for IPF Borrowers (July 2016, Revised February 2025).
(i) Special attentions are drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on Conflict of Interest, and
(ii) Section III, paragraphs 3.21-3.24 of the Procurement Regulations setting forth the World Bank’s policy on Eligibility, including the specific pre-requisite conditions to be met for the eligibility, on exceptional basis, of Government officials and civil servants of the Borrower’s country under consulting contracts in the Borrower’s country.
b) Individuals who are currently working as consultants on another World Bank-financed project may also compete in this selection process, but if they are selected they will be required before signing the proposed contract to provide documentary evidence of having satisfactorily complied with their existing contract’s requirements with respect to early termination of the contract by the consultant, including advance notice period, to avoid disruption in implementation of that project
c) Applicants are required to submit their Expressions of Interest (EoI), comprising of a CV (including employment history with duties and responsibilities) describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
