| Brief Description of Assignment |

The Financial Management Specialist will guide to establish and maintain a financial management system as per the government rules and arrangement agreed with the World Bank for preparing and submitting the financial reports in a timely manner to World Bank and CCU. S/he will work under the direct control and supervision of the Project Director. The detailed scope of services and deliverables are available in the Terms of Reference (TOR). Required Qualifications and Experiences are:
Educational Qualifications: The applicant must have Masters/MBA in Accounting/Finance from any reputed university. The applicant who is having professional certification in CA/CMA/ACCA, and minimum five (5) years of post-qualification experience will be given preference.
Experiences: The applicant should have 10 (ten) years’ experience in financial management with a minimum 5 (five) years’ proven experience in MDB donor financed project in Bangladesh. The applicant who is having experience in DLI-based financed project will get preference.
• Must have knowledge budgeting, fund release and reporting formalities of Government of Bangladesh (GOB), donor’s financial management and disbursement procedures.
• Have had hands on experience in accounting software will be added advantage.
• Must have expert level knowledge and skill in using MS Excel or equivalent software.
• Strong organizational and planning skills with ability to work independently as a team player and under stretch.
• Strong and proactive interpersonal communicative skills, experience in team leadership and participatory management.
Duration of Assignment: 24 (twenty-four) months. The duration of the assignment may be further extended or reduced subject to project needs and consultant’s performance.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15 and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised February 2025, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The Bangladesh Economics Zones Authority (BEZA) represented by the Project Director, National Special Economic Zones (NSEZ) Development Project (Bangladesh PRIDE, P170688) invites eligible applicants to indicate their interests in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the said consultancy services. The applicants are requested to submit application along with forwarding letter and CV. Applicants may obtain further information from the office of the under signed during office hours i.e. 09:00 to 17:00 hours (Local time- GMT+06:00 Hours) on all working days up to 15 February, 2026.
A consultant will be selected following the Limited Competitive Selection of Individual Consultants method as set forth in the World Bank Procurement Regulations for IPF Borrowers, July 2016 revised February 2025.
Expression of interest shall be delivered (through in person or by mail or by e-mail) to the address below by 12:00 hours (Local time- GMT+06:00Hours) within 16 February, 2026.
