INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The Scope of Services of the Individual Consultant (National) includes, but is not limited to:
a) Review and comment on the updated Resettlement Policy Framework (RPF) and RAP prepared and submitted by the Design Review & Supervision Consultant, with particular reference to:
1. the completeness, legitimacy and accuracy of the list of the PAPs who qualify for cash compensation according to the applicable rules of the AFD, World Bank and Government of Bangladesh;
2. the basis for and calculation of the cash amount to which each PAP is entitled;
3. proposed corrective measures for any compliance gaps with respect to the applicable standards;
b) review and comment on the effectiveness and traceability of the process designed to administer the contacting, notifying, delivering and recording of the receipt of the cash payment to each qualifying PAP;
c) validate the receipt by each qualifying PAP of the exact amount of cash compensation due, including proof of identity of the PAP, or of the PAP’s previously identified and authorised legal representative;
d) interview the PAPs and report on any and all difficulties or deficiencies of the process that emerge;
e) Review and comment on the functioning of the Grievance Redress Mechanism (GRM) established by the Design Review & Supervision Consultant, with particular attention to the effective disclosure of the GRM process to the public, the assistance to the PAPs in reporting grievances and the treatment and resolution of cases;
f) Within 2 weeks after the payment of cash compensation, report on the utilization of the cash compensation by at least 10% of the PAPs to evaluate whether it was effective and useful.

The selection criteria are:
a) Relevant educational qualifications:
i. Master’s degree in social sciences, economics, applied social sciences, sociology, development economics or B.Sc. Engineering degree from a recognized university/institute.
b) Experience & Skills:
i. General Experience: At least ten (10) years of post-graduation general professional experience;
ii. Specific Experience: At least 5 years working experience in a similar position, including but not limited to:
- Social safeguards specifically Resettlement Action Plans (RAP) monitoring and implementation, especially in the application of government and donor policies / involuntary resettlement in urban infrastructure projects.
- Application of involuntary resettlement policies and principles of multilateral development agencies.
iii. Strong analytical skills with field experience to capture critical issues and insights.
iv. Ability to communicate and coordinate with a range of stakeholders and PAPs at all levels.
v. Proven ability to design and conduct social surveys, impact assessments and appraisals and management of databases.
vi. Demonstrated proficiency in writing, presentation and preparation of reports in English.
